An alternative to this would be a radio of some kind with a frequency dial so an org can choose a frequency (you could overhear someone speaking about what frequency they are on and counter raid etc) and while holding a certain button it would transmit to the radio (or holding the radio in your hand and then speaking)

But I guess group chats might as well be the answer since PERP already has a TeamSpeak app.
